Yes, those seem to be hard coded. You can change the behavior if you'd be okay with modifying the code and compiling. To be fair, there's really not much of a difference between 2.4.14 and 2.4.16, especially if you're just running the client. The majority of the changes only apply to the server.

I found a temporary workaround. If you start the game windowed (using the windowed shortcut in the start menu, for instance) then the sound works. You can then switch it to fullscreen with the F1 key.

Yeah, I have confirmed this is an issue on Windows 10 (even without VB-Audio Virtual Cable). I will look into it further. I added an issue on GitHub to track this: https://github.com/BZFlag-Dev/bzflag/issues/180

I just rebuilt and re-uploaded the Windows installer as I realized I had used an older copy of the dependencies.

It's a binary file, not a text file, so it isn't something you'd want to open with a text editor. I don't know the details of how it works, but it's not designed to be hand-edited if that's what you're after.

The last server is stored in your config. The favorites are stored in one of the cache files, if I recall correctly, maybe BZFS0221_1-Servers.bzs.

Have you verified that you have the latest graphics drivers? If it's hybrid graphics, you might also have control over which GPU specific software runs on.

Zehra, you're missing the point. In 2.5, bypassing the API for the two or so things in bzToolkit won't be necessary, so it would work on Windows. You don't even need to hard link. You can use symlinks to a shared file. I believe when you ban/unban someone it reloads the banlist from disk prior to that.
