That reason is pretty silly, since by the same logic we shouldn't have Stealth, Invisible Bullet, or Jamming. Really I think a version of MQ that affects radar instead of the HUD would be more useful than the regular MQ, which rarely has any impact on gameplay whatsoever.

Overall, I like the direction of this design. I don't have a strong opinion on the border, but if the menu would still work like the current one where it gets overlaid on the screen if you open it while playing, the border might help to distinguish between menu and game. The thing I don't like about the current look of OO is the inconsistency between driving through 1.x objects and 2.x objects. 1.x objects have the "triangles" effect, 2.x ones render the object in wireframe with no triangles. It would be kind of neat to make the client ping all the servers in the list so they can be sorted/filtered by latency, but given how few players there are currently, I question how much that software development effort would be worth doing.
