Dual monitor strobing at launch on Win10

Just installed 2.4.6 on a Windows 10 box with a 1080p main monitor and a 1600x1200 second monitor. Windows seems to resize and redraw twice in a 2 second cycle on the second monitor while it shows BZFlag black screen on the main then flashes it off -- then repeats forever until I hit control-alt-del...
