Putting flag names before callsigns would make flags visible in any font, preventing them from being inadvertently or deliberately hidden by long callsigns and email strings.

I think the default is to build only statically linked libraries, unless you use this switch.
You can check by running ./configure --help, it should show what your default is.

I ran a bzfs 1.10 on XP for a little private map testing, but it did work for that, and the setup is described at http://www.sleepycows.org . The sleepycows map servers have been Linux, so far.

This may not help, but have you tried deleting (or better, renaming w/.bak) your .bzf directory before invoking the new build? If not, maybe try that in case there's something stuck in the config that accounts for this.

Not sure but I think this is also the behavior in cases where matches are made by callsignfilter or bans (check if you have any bans on addresses containing range wildcards ('*')).
