i am not sure if this has been said yet, but I have run into a place where it would be nice to apply 2 materials to an object at the same time. for example I have a wall the material on the wall has transparent patches I want a moving texture of fluid or something in the patches it would be nice to ...

this sounds like a good idea. A lot like the triangle map competition that i made a few months ago. I do however do not like the map secrecy. Testing online is mandatory. But not to worry, people usually don't advertise their map until they are done with it. why don't you give out the requirements f...

Yes It is possible to code meshes in a text editor,
however it is very very difficult (but I have done it :D)

allowing tele and base properties to be applied just like materials would be very nice

I think this would be an interesting style of play, and that its a good idea.

my improvements would be...

1 the ball has to be captured like a flag
2 the opposing team can shoot (non of this tackling stuff)
3 the "ball" bullet would be sparkly

All of this looks good, but I am a little concerned...

would it be possible to make these vertical teles and bases without having to leave the text editor..

maybe, being able to apply base properties to the top of an arc, or bottom of a cone etc..
