The reverse issue may happen if list server requests are done by local proxy.
(As in the case of some server filtering scripts people may run.)

For local (and non-local play), it comes down mostly to preferences. On some servers, the motto is a automatically "rewritten" by a plug-in.
There additionally exists the "showmotto" permission which allows selective disabling of mottos.
(Such as in the case of unregistered players.)
