I think that's an excellent idea.
The captain can edit the team-page to insert information about individual players, but team awards for activity etc. could be automated, so that the team-page will display achievement badges.

Check out Post Notices to groups.
It looks like it will do what you want, by informing everyone within a specified group that you have something for them to read.
It could be a valuable facility for other groups too.

When I issue the "/banlist" command on a GU League server I go NR.
I'm assuming that the reason is due to the size of the file.
Perhaps such files could be sent a few lines at a time.
