Development doesn't always mean working on the main game codebase.

It could be working on the web services, such as the image submitter, the wiki, the main webpage, etc.

It doesn't even have to involve contributing code, it could be contributing new sounds, new textures, etc.

Check the task manager to see if the process is even running.

Ctrl + Alt + Delete -> Processes -> look for "bzflag.exe".

Make sure you've deleted the config file while the game/process isn't running, otherwise the game might just write back the same corrupt settings when it quits.

You open the file in a text editor, and paste them in.

A map file is just a text file (.txt) with a different extension (.bzw).

iBZEdit is not an official editor of the BZFlag project, so you'll have to contact it's creators, who are no longer active.

Without more information, we can't really help you anyways. Try clearing any of iBZEdit's settings/caches and trying again.
