Whoop, it looks like the wiki is out-dated. I don't have a Mac at the moment, so I'm going to guess and say it's at ~/AppData/Local/BZFlag/DownloadAccess.txt. I remember reading about it being in there one time...Hope I'm right.

Your DownloadAccess.txt should be in the 2.4 config directory, but one directory level back. They are listed here: http://wiki.bzflag.org/Config_File
