Servers can already be filtered as of 2.4.x. There's also the ability to add servers to your "favorites," which means they'll be highlighted for you.

Lag or language policies aren't reported to the server list, you'd have to write filters for the servers you find manually.

Update: Server maintenance took far longer than I wanted it to. Planet Mofo and NJ league servers have been restored. I'll be restoring the rest of my servers in a few hours after I get some sleep.
