This is because a download error. Try to clean your client cache.. look for it i at your bzflag options menu.

Try to upgrade your server.. the default value is: 5

3 is enought for most of servers, but not good for slow net/servers

/poll kick is like useless.

You spend more time in run the poll and the players in vote than the kicked player in rejoin.. heh
