Wouldn't it had been better to ask Zongo if he would add this map/style to the existing 1vs1 League? Except the rating system it seems to be very similar/equal.

There exists no older Windows client as far as I know. Well...IP and callsign are kinda equal. The only way to be sure about a player's identity is getting her/his bzID from the BZFlag server. This hasn't been implemented into the query message so far.

@A Meteorite: That sounds interesting to me...tell me more about it so I can implement it into my BZstats site... ;o) ..seriously, Green Manalishi's comment about ranking cheaters is indeed important for such a ranking. There are ways like checking several parameters to get an idea about the player'...
