what exactly are clans/leagues and how do you start one? or can you?

there are various ones, the main two are:

Games United league
Ducati league

leauges: there are many, that aboe post is missing about 3 or 4 of the one's i know of.
clans: they're sorta like teams. they priticipate in battles against other clans within these various leauges.
