I think it's a valid tactic. But I have a better idea (maybe a topic for a new thread). What if the respawn time were a little longer. In other words, the penalty for killing yourself (or just dying) is that you are unavailable for an "inconvenient" amount of time. That way, the advantage of killing yourself would be offset by the fact that you're not in the game for that much longer.
I've always felt that the respawn time was a little too quick. You should be penalized for dying. The other reason I like this ideas is that players would "talk" more while they're dead and liven up the games.
