You don't.
Quick and simple, right?
Generally global groups are marked "hidden," so only the people in the group can see the description anyway. If you really need a description, then you probably didn't pick a good enough group name.
The board administrators use the description field to store information about who requested the group, when, and where. Yours does not seem to be filled in (likely an oversight).
In the future, we'd like to move to a more generic system which will allow you to create your own groups. Group history would be a part of that, which would leave the description field available to the group administrator should they desire to use it.
