I think a registered players is fine but they should either get a tutorial for polling and rules, or the get no rights but a password on their name. Then again I think a person who is deemed trusted by several admins(a trust ranking system for player search (registers only)) should get a privaledge not to be banned with out breaking one of a fixed set of server rules (cussing... ect.). He is then granted kicking and poll banning. Then the next step is a server only admin, where he is alocated a admin by that server owner, for being fair and trust worthy.

This can be done through global groups....

the in game permisons have nothing to do wiht the fourms.

each server sets there own permisions for each state.

groups are used to clasify players into more layers then just "registered" and "non registered".

What your describing can be done, but would be done at a per server level, not a global level.

We do not decide policy for servers, we have no right, or power to do so.
