error loading server in public

It's been a while since I've tried to set up a server, like maybe last year sometime, but I decided to try one today, and this is what loads:
C:\Documents and Settings\Isaac\My Documents\programs\games\BZFlag2.0.4-rc3>bzfs
-conf "madcity.txt"
-t is meaningless when using a custom world, ignoring

super flags allowed
jumping allowed
all shots ricochet
antidote flags
There is a voting arbiter with the following settings:
vote time is 60 seconds
veto time is 2 seconds
votes required are 2
vote percentage necessary is 50.099998
vote repeat time is 300 seconds
available voters is initially set to 21
Running a public server with the following settings:

that should run fine and by the looks of things it is if you think that:

could you give me an example? because I can't find any links. the only broken links would be in the map right? since it got to the point of loading the map... and the map is looking okay...
the thing is, I don't see how it could be the maps since the maps have been the same for the last 3 monthes while maybe servers and stuff changed since I tried it last.
Actually I guess my config file might have some problems in it, but all I have is the address to the map, which loaded, and then the instructions to what flags should load...and then the debuging commands.
I'll try upgrading to the latest version to see if that works.
