You need to use the same username/password from this forum as the callsign/password in the Join Game menu in the game. Registering an account here creates a global authentication account for in-game use.

also, how do i use commands like /say?

That's generally an admin-only command. But if you're asking in general how to run the slash commands, you just send them as a chat message, for instance, by pressing the n key and then typing the command with the slash at the start, such as /lagstats.
