VR isn't really supported by the current codebase. It would require quite a bit of changes both for VR and to get it to run on a phone. It's not a use case that is being developed.

Given that people are moving away from PC's for tablets and phones for pleasure then maybe the "use case" has to change with the times? 10 years ago it was great, now it's being artificially limited by "use cases"?

BZ is haemorrhaging players left, right and centre and sticking to Windows & Mac only isn't going to solve that problem.

Time to fork, if possible, and reimagine what BZ should be.

Good luck getting people to agree on what that should be ;)

The entire game would change for VR, to the point where it would not be as simple of a game as many people seem to like.

Code wise, yeah you'd have to basically start over and just write a new game.

The idea of playing BZFlag on mobile has been thought of before.
The problem is BZFlag was never designed for mobile or even the internet for that matter.
What you are thinking of would be best written as a separate project inspired by BZFlag.

Maybe if there is enough interest and support a mobile game inspired by BZFlag can be made, but otherwise it would be mostly a do it yourself project.

There has been some interest and in fact some efforts to make BZFlag mobile.
Here's some highlights of what was suggested/made/developed. The most which appears to have happened was a BZAdmin version for Android.
Macsforme made an embedded version of BZFlag and it supports the Raspberry Pi, iOS and GCW Zero.
BZFlag also runs unmodified in the Raspberry Pi too.(Raspberry Pi port)
