Several game modes and maps have been made over the years using different concepts with different ways of bypassing limitations.
(Either they did that or it wasn't possible or required server modifications.)
1 flag ctf:

Flag highlighting/texturing:

Reasoning for 1 flag ctf:
Various game modes have tried it, with mixed results.
Either requires using bots, server modifications or using phantom zone.
Now instead of having maps which require a bot to take up a slot or server modifications, or phantom zone which doesn't show up well on radar...
A server option would make it easy to distribute and run such maps.
Either that or server-side bots, although an option for it would be much nicer/easier.
Reasoning for flag highlighting/texturing:
Flags remain unknown, but what if the map author wishes that they wouldn't?
Soccer style maps can now have a 'soccer' flag.
Flags now are something which can be seen, and depending on the map design, it can allow for an interesting range of features.
Even team flags can be simulated. New modes become possible.
Add little quirks to the game with different textures, maybe even use them to add some sort of customization?
Seer has a radar dish, wings shows a pair of wings, and custom flags could use different images.
Depending on the setting, players either know the flag types or receive none.

- if I'm not mistaken, work is already being done or it is planned for server-side players in 2.5
- 2.5 API already has support for registering custom team flags

Flags that are not carried intentionally don’t have a type, so people can’t just get the flag they want. The entire point of bad flags is they hit you when you don’t expect them.
And yes one flag cud should be possible in 2,6
