BU on solid ground - bug or feature

I was holding a Laser facing a Burrow both of us standing on a bridge. So he wasn't burrowed. My Laser went right through didn't hurt him at all. Bug or Feature?

well i dont think its a feature or the player might have been cheating but i think its a bug

Might be he cheated. Is someone willing to test? Is someone able to test? We need a world with solid ground and just BU and Laser flags.
