Using the keyboard only...
When in observer mode and I press A i get accelaration and decelaration which is good - i could be used to jump up on some towers (ie the cake tower on viper.pimpi) but when playing the game the A key simply slows me right down which is bad....

I believe that is used for slowing down in order to not over-jump, or jump too far. In some maps, there are jumps one would like to make, but if you move forward at full speed, you will over-shoot the platform you are trying to land on, falling down, possibly to your death.
Using the keyboard, the 'forward' key, whatever you have it bound to, moves the tank forward at full speed. However, with the mouse, one can move the tank forward at a slower speed, so as to not over-jump. The 'A' key simulates that for keyboard users.
