BZWTestLauncher shouldn't have anything to do with your ISP as it isn't intended to run public servers. Also, startBZFS has a somewhat different goal. BZWTestLauncher sets up a configuration file to automatically grant anyone who joins the server admin-like rights, and can also launch a client automatically, among a few other tricks like that. StartBZFS is more of a general launcher that requires you to configure all that yourself.

Also keep in mind that they were made for BZFlag 2.0 (or possibly 2.99.x for StartBZFS) so they may not work with 2.4 without code changes. Both are in the BZFlag SVN code somewhere, probably under the 2.99.x archive tag/branch. BZWTestLauncher was renamed to something else as well.. possible BZFSTestLauncher. I forget.
