Was interested in doing some map making. Saw a lot of WIKI links to
a BZWTools site, but it seems to be down due to a PHP script error? Can
anyone alert the owner?

Also, found something that worked, BZWorkbench -- but no user's
guide? Does anyone have a link?

There is no user's guide for BZWorkBench. That product isn't fully completed either, and to get the best experience, you'd have to build the latest version from the source code, or bribe someone to build you an updated copy.
As for BZWTools, I had mirrored the files here at one point: http://static.bzexcess.com/downloads/BZWTools/ (and you probably want what's in the SimpleInstallations folder)
