depends what OS you use. I use the trusty (or crusty, depends who you are) import command from the imagemagick proggy (linux). I think Patlabor uses the Alt+PrintScreen technique for windows.

open a "paint program"
Start /programs/accessories/Paint..but you can you every programs like photoshop...open a new document and paste (under edit) your print screen

is this a Windows thing or what? F7 in 1.10.3 (linux) "appears" to do nothing - might be saving a screenshot somewhere on my system, just not telling me where it is. Nothing happens to indicate it is taking a screenshot though.
