Help: Changing jpg to mesh

How do you change simple jpg to a mesh, and convert it to WINGS 3D. I've tried blender, but at the moment (Having little to none 3d enviroment making experience :P) that's way above my skill level. For example, how do you change simple sand so you can use it as mesh? How do you map mesh on the floor?

Ummm... you can't convert pictures to a mesh.

Do you mean you want to apply a picture as a texture?

If you mean to take a jpg and emboss it into a mesh, then use blender, crate a grid mesh at 100x100 resolution, add the jpg as a texture, then use the 'noise' button in the edit tools.

Umm, how do you create the jpg as the mesh's texture? (Sry about the noob question.)
