Hmmm - I have played something similar to that... Thinking....
Those are jump pads, correct? You bounce off of them to the different levels. Perhaps your new map making option is some sort of 'bounce' option?

Aren't those platforms that move?
You can see one is attached to another out of shot...

I get what cannon ball is saying. Those black cone things give me a hint of that they float and move.

those are jump pads indeed. No they don't bounce. But they are directly from what you are thinking you played them in. And I mean DIRECTLY

Some sort of map import utility...?

I believe that it was either Quake Arena (1st choice) or Unreal that had this map? In any case, direct import of another game's map? SWEET. Can't wait to play with it!
Now if we can just find maps that have no inclined playing surfaces in them

not anymore, model tool will now convert a quake3 bsp map ( to some extent, it still needs a litte work, but it will do the basic geometry ).

For any interested in using quake maps, but not
using Quake world editors, here's a tool that will
convert from q3bsp to VRML:
http://home.snafu.de/hg/vrml/q3bsp/q3bsp.html
Various modellers may also support direct importing
of Quake maps (Maya has a number of such importers).
