You can mess with tank size but it's generally not necessary when you can scale the map. A Temporal Distraction and I played with making 1:4 and 4:1 scale mofo maps and scaling all relevant variables. It didn't really feel any different, aside from the messed up texture size and shots that either looked like beach balls or golf balls. Don't go below 1/4 on tank size, because below that the view gets a bit wonky.
That said, I think Sir Pants made a house map that's scaled sort of like that.
