Description: Limits the amount of connections from an IP address and kicks the extra connections. Useful for stopping cheaters from bringing bots to prohibit poll bans. Also disables /register and /identify.

Loading:
-loadplugin path/to/plugin,<maxBotsPerIP>

Commands:
/botsPerIP <maxBotsPerIP>
Sets the maxiumum bots per IP address. [Admin]

Basicly this is a more interactive version of the -botsPerIP command line option in v2.99.x

Minimum Version: Should compile under any 2.0 branch.

I think this is a great idea and should be on every server in order to stop the bots many cheaters bring on the block polls. Well done Yassen.
