I seem to remember him mentioning something like that in a thread in one of the plugin forums maybe? Curious if he's still working on it....

Can we just focus on the BIGGEST issue that bzflag has which is cheat detection...

There has got to be a way to make people feel like, at the very least, there is some way to, at the very least, slightly deter people from doing this...

Is it possible to force clients to send a screenshot to a server so we can see individual clients?

The issue isn't cheat detection, it's cheat prevention. And how would you make sure that the modified client is sending you a real screenshot? You'd be trusting a client that you think is telling lies to tell the truth... You're not the first to suggest such a thing, nor will you be the last. But anyways, it's a known thing and there are known ways to deal with it. It's just that it requires a substantial amount of work since the server will need to have a complete and accurate representation of the present and the recent past and be able to make accurate judgement calls in the event that the client disagrees with that representation.

Anyways, let's let this thread from 2011 die now, please?
