i joined a sever ant our teams flag was scatterd everywhere

Was this map Tower by Gears of War? If it is, then no, it is just part of the map.

A server can add additional team flags. Looks pretty normal to me. The reason they are scattered is that when people spawn on the base, they grab one and have to keep dropping them (since there are more than one, they keep getting another one).

The official Bloodbath only has one team flag.

Maybe you are confused with another server or map. But this is entirely normal and is even used for tactical reasons for certain maps (it may have more than one base, different spawn locations for team flags...).

Multiple team flags are often used for game modes like HTF. You spawn, find one of your own team flags and try and cap.
