Returning laggers/jitters short ban

Sometimes some players which play on maps have biiigggg lag/jitter.
I have an idea to write a plugin which will be ban theirs.

synopis:

1) get data how many times player was kicked by server for lag
2) get data how many times player was kicked by server for jitter (if jitter warn exist)
3) get data how many times player back to game after kick

next

server (plugin) will ban him for some duration.

example to configure
banLagger <id> <counts> (optional <counts>) <duration> (like ban command)

then player will ban for some time.

now only to prepare some algoritm to get his counts in some period of time (days/hours/mins)

jitter + lag <limit> ban

an option is automated reason info for what player was banned depend from higher counts of kick.
