This is probably not from the latest CVS sources.
Setup a key defaulted to "K" which when you hit presents you with
"[Un]Silence : "
Here you can type in who you want silenced..
Hit Up or Down arrow and you are presented with a list of people in the game
"[Un]Silence -->dude1"
"[Un]Silence -->dude2"
Due to extra special trick , you can't type anything in when you do option (2) but can hit enter to silence said person.
Selecting a person after they are already silenced unsilences them.
The whole list is dumped to file through the database resource thingee, hence when you start up, the silenced people are still silenced when you come back....
Also it gives you a prompt when someone sends a msg which is blocked.
I haven't completely tested it yet, so some more changes might be in the works.

doh forgot to add the new key to the key mapping menu... oh well...it's "k" if you haven't assigned something else to it

Keys are now mapped, I forgot and left my hardcoded G and g for flag toggling in...
I updated the patch, made a minor improvement visually, and I made the "non-editing mode" more intelligent and robust---> less potential for messups...
