It was previously suggested in one topic to be able to deny/limit flags by groups.
This has been done with regFlag, which is included in a BZFlag install.
So now, this can be taken to the next level.

In global groups, you can add the 'FLAGLESS' permission and all users in that group will not be able to pickup flags.
But if there is some users which you would like to be able to pickup flags, you can add them to another group and simply add the 'FLAGS' permission and they will be able to pickup flags like normal.

Note: Plug-in based on regFlag for denying flags and timeLimit for permissions.
