I need help!!!! (and sugestions)
Im making a server (it should be up shortly). i need to know how to make the bullet speed and tank speed faster. Also if anyone has any sugestions for my server please tell me!!

You have to increase their value.
Use
in BZFlag Client or

The wiki page that ATD mentioned has the default values listed. Also, you can always type: /set with no arguments, and you'll get a list of the server's current values.
For example, _tankSpeed is normally 25.
As the wiki page says, it is meant to be a general guide, not the definitive work. And, as the author says, many of the variables are a guess. Experiment with any variables that you want to change before you commit them to a public server. As far as I know, _tankSpeed works as advertised.

you can reset the variable with

/reset _tankSpeed

a server or a map or both?
i made a server on my G4 mac with minimal posting here, and i'm not the biggest tech nerd that ever lived.
search the frorums for all the information you need.
check out the map wiki http://www.bzflag.org/wiki/MapMaking if you want to make maps learn the simple code and how to use a good trig enabled calculator.
read CBG's brilliant guide on starting a server in mac os x http://my.bzflag.org/bb/viewtopic.php?t=3940.
if you need global groups to administer your server request here: http://my.bzflag.org/bb/viewtopic.php?t=2660
read most of the wiki on servers and starting servers http://www.bzflag.org/wiki
the sleepycows guide: http://bzflag.sleepycows.org/how_to_bzfs.html
also read the various man pages for bzflag, bzfs, bzadmin and bzw at http://my.bzflag.org/bzfman.cgi
Ask yourself these questions:
can my computer handle the server? You'll probably be ok with any mac running tiger
can my connection handle the server? you'll need at the very least 2MB/s 'broardband'. have you got the bandwidth limit?
can i handle the administration and organisation of running a server?
all the info is out there, just open your eyes and look for it. i'v ony listed a few of the things to read here. if you need more help, search google, search the forums before you post here - the chances are your question is already answered and you'll get it done quicker.
