RADAR flag - grant radar usage on no-radar maps with a custom flag

While normally simply an idea, this plug-in enables giving a custom radar range with a custom flag known as RADAR. Enable long range radar on maps with short radar ranges or even give radar use on no-radar maps.

Note: You can change the radar range of the RADAR flag with the _radarRange variable, which acts exactly like the the _radarLimit variable.
